For an Exceptional Oatmeal Cookie - I soak the raisins in very hot water for about 1 hour in a large cup. Then empty out the water by shoving a paper towel into the cup while pouring out the excess water. I also add dried cranberries (Craisins) using the same procedure along with the raisins. Raisins and cranberries are wonderfully revived (nice and plump) and make for a really moist and delicious oatmeal cookie.
I also have used dried cranberries in oatmeal cookies and everyone loves them. Either use with raisins or instead of them. both are great
