Going straight to electric fencing eliminates a lot of issues. You still need chicken wire or hardware cloth across the bottom, but the fence does not need to be more than 5 1/2 feet. If a fence is too high, deer sometimes will try to leap over it. If it is shorter, they walk up to it and shock themselves. I used 5 wire runs around my garden and anything that stuck its nose or body onto a wire never forgets that jolt, including deer rabbits and squirrels. You just have to keep the grass trimmed at the bottom.
