A common but frustrating problem! I have one that used to bloom regularly but has quit producing flowers. Since trees around it have grown taller, I blame lack of light but if yours is getting full sun it should be giving you blossoms. The flowers form on last year’s growth so if the buds are being damaged in some way or you are doing any pruning, you may be losing them. Avoid using high nitrogen fertilizer around the plant. It will encourage lots of green growth at the expense of flowers.
